Abstract
Background: Legislation on the physicians' dual practice and how to implement is limited. This study aimed to determine the prerequisites and executive challenges of the law prohibiting the physicians' dual practice in Iran.
Materials & Methods: In this qualitative study 41 stakeholders (consists of the members of parliament (MPs), former health ministers, heads of medical schools, hospital managers/heads, Ministry of Health officials, insurance and social security organization officials, general and specialist physicians, university professors and relevant experts) were selected by purposeful sampling. Data were collected using in-depth semi-structured interviews. The interviews were recorded and transcribed verbatim. The Framework analysis was used to analyze the data.
Results: Important challenges to the implementation of the law prohibiting the physicians' dual practice of physicians in the public and non-governmental sectors, including the four main concepts of financial issues, issues related to implementation and supervision, issues related to the public sector capacity, and existing resistance.
Conclusion: Coordination and cooperation of various institutions and organizations in ministries, trade unions, and the three forces to solve problems and meet the needs seem necessary.
